Conversion Program Concept to Convert (or save) Line Art into Text Art

This filter would take a line drawing bitmap (Black & White) and re-map
it into a pure text image (saved as a text file) by dividing up the
image into a grid and using a routine to compare each grid block and
match it with the closest below block map and write the representative
character of that block map to a text file, converting the image into a
smooth text image. The program would use the following block maps for
converting the image into text.

8 - Represents a black pixel
. - Represents a white pixel
Text translated character applears to the right of the 3 by 3 grids.
